There was a Spartan I program but it was a failure..so they started a Spartan II program and it worked..but sadly there test subjects were orphans they had to kidnap but not ordinary orphans, specific ones because they were genetically advanced then the rest…an it so happens John, known now master chief, was one of them.
Although this project was going well..they had to keep it a secret and i think Project:Hayabusa was in effect too during this time.
The guy’s name is Rtas Vadam and he also the shipmaster from Halo 3.

For killing Tartarus I had captured a Banshee and managed to take it inside the chamber, by unbelievable luck, this method is very useful and helps a lot. If you want to do this break of the ailerons (wings) lol
