Fro this time you don’t know. The stuck pixel issue, (not dead pixel, not hot pixel) is in video, it’s obvious rendering the video unworkable. The ISO level doesn’t mean anything. Low light, bright light, doesn’t matter. It’s a stuck pixel. It’s always stuck.
